Nerfing their rates to the point where they're useless on their own is silly. The core of the problem is the stacking. Make it only take the highest regression rate. Kick a gen. Call of brine rate until overcharge overtakes it. Call of Brine provides you information before you get the down and could let you know for sure you're getting Eruption value. Obviously the difference between PR and COB is circumstantial because PR affects the generator with the most progress but doesn't ramp up and COB excels when a generator is left alone for a long period of time.
